Under the new law Act 32, Pennsylvania's system for collecting local earned income tax will be streamlined down to 69 new countywide tax collection districts.

Starting January 1, 2012, all Pennsylvania employers (excluding those in Philadelphia) must withhold the local earned income tax as part of their payroll obligations.
